It is a ceramic frit decal. The decal is applied before the piece is annealed. The annealing temperature, in this case about 565°C (1050°F), causes the decal to fuse to the surface of the Pyrex.

Anyone can buy them, but because of the required temperature to fire them on to the glass they cannot be used on soft glass.
