HO-O lamps problems, need help

We have a service call that is driving us crazy. The existing lamps are F96-T12-CW-HO-O and when we replace a burned out lamp with a new F96-CW-HO lamp it won't light, but if we put in an HO-O it will. My problem is that none of our suppliers carry the HO-O lamps. Everyone I have talked to says either one should work. Any advise?

the problem is a 96" T12 CW-HO-O lamp pulls 110 watts and a stock CW-HO pulls 25-85 watts and you are over driving the sign lamp so they will not light up. The CW-HO-O are designed for freezer app. or very cold locations.
Change the ballast..
