CPX 90/30 Trans Fried?

Just installed a CPX 90/30 Trans, dated 4-10 replacement for a France Dated 6-1984 transformer. The new CPX was fried with in a week. Tar leaking out and dead!
So we replaced it again with the Allanson CPX 90/30 just got a call the same part of the sign is out again.

Is this case of a bad case? Load side is wired correctly.
They had told us they had an electrician come out to install a ground fault breaker and check line side wiring. I saw that they installed a GFI receptacle with a reset, at the sign.

Am I missing something here? Or is it a bad case of transformers?
Any thoughts on this nagging pain. Are there any other low profile transformers available?
