Letter Installation on very uneven block

Does anyone know what I can do to install 24" gatorfoam letters on block building? The block is very uneven & not uniform. The letters are to be installed w/vhb & silicone. No drilling.

If they are high up on the wall is there any way you could make something that mounts to the roof and hangs down the wall. I agree that some historical building should not have a bunch of holes put in them but we all need to take safety seriously. Furthermore, if they are specing gatorfoam they can't be viewing this as a permanent solution can they?
