Cecil Daily is fighting to enact Kimmie’s Law, which would expand the Amber Alert system in Washington so that alerts could be issued six hours hours after any person with physical, mental, or health disabilities goes missing, regardless of that person’s age. Currently Amber Alerts are issued only when a person under the age of 18 has been abducted.
Cecil Daily’s daughter Kimmie was raped and murdered in 2010. Kimmie was 16, yet had the mind of a 10-year old. Kimmie’s body was found a week after she disappeared and she is believed to have been killed within in hour of disappearing.
Daily said that he was panicked when Kimmie went missing, and that police, believing she was a runaway, would not try to locate her until she had been missing for 24 hours. Daily said that Kimmie’s Law would help save lives, and give families comfort “just knowing there’s help out there.” When Kimmie went missing, Daily and his neighbor “spent the whole night searching the whole neighborhood.”
Tyler Savage, Kimmie’s alleged killer, will face trial in March and if convicted, faces life in prison without the chance of parole.
