H.I.D./Metal Halide Ballast Ques.

I am working on a large sign W/ 175/400 watt metal halide bulbs. This sign has some
"F-Can" ballast and also some of the "open core and coil" ballast like you would use in a enclosed parking lot light. Is the open core and coil acceptable for this or do I need to you the F-Can type ballast? I didn't think the open coreand core ballast were waterproof. Thanks for any advice, Perry.
