Electrical Wiring Problem/Question

Problem: This an exisiting fluorescent monument sign that has no ground. Is it still possible to wire in a ballast and use some method for grounding the sign?
The signs positve and neutral side is fine.

Almost all ballasts will work just fine without a ground.
However, if you want to ground the sign and it has no ground wire running to it, you can simply add your own ground wire by attaching it and the ballast to a bonded metal surface of the monument sign and then running a ground wire to a dedicated ground rod, which you can install (drive).
